The work of Postmaster General beyond ordinary
common sense does not require any special qualifications. The
Postal Union technicalities are such that any intelligent man
might learn them in a fortnight.
Such learning as may have been acquired by a
man trained at home would he useful for the first fortnight
as compared with a man trained in the Colony hut it should be
remembered that the former would take more than a month on
half salary to reach the Colony not taking into consideration
the passage money.
Again the Postmaster General here has to com-
bine the duties of a small town Postmaster, of a City Postmas-
ter, and of a Secretary in the Head Office not to mention in a
small way those of the Comptroller & Accountant General and
Postmaster General himself.
I doubt whether you could find any man at home
who has had experience in even all of the first three capaci-
ties.
It should also be remembered that a man from
home would have to learn all the different routes of despatch afresh. His ignorance of localities and names in the East would
